October 25th - Public Comment deadline from Public meeting!
The Public meeting for the explanation of the development
was held and additional comments are requested!.
Several commenting on the corps request received a notice from the Corp of
Engineers that a Public Meeting was to be held.  While the meeting was
troubling because it will be held during normal work hours, you can comment
on that and anything else regarding the development.  Shawnee Citizens  
commented on the meeting location, and requested the meeting location be
moved to accommodate the public that is interested, as well as request a more
appropriate meeting time.  The Corps suggested those who did not attend
should write a letter with their comment.

How to Respond to the Corps

Update! October 25 is the new deadline!
You may have received a notice from the Corp of Engineers about the Public
Meeting (see the link above).  It also includes the method to comment again or
in addition to earlier comments.  It is important to write a letter and respond.
Let them know if you think the development, and the changes to the ponds and
land, is a concern for you and what your particular concerns involve.

What areas should you comment on?   The Corps is asking for you comment
in order to guide them in their review of the request to construct the
development.  Rodrock development has asked for the permit.  Here are the
areas that the permit covers:

New:  Do you agree with the historic preservation recommendations?  

Did it concern you the meeting was not held in Kansas or near the development
for a convenient way for you to attend the Public Meeting?

Does it concern you that the developer did not follow the Shawnee Technical
Manual in the design of the detention basin?

1.  Do you feel the Corps should act since the City of Shawnee is not
adequately addressing the flood plain issues?  Does it concern you that the
City ordinance allows a discharge that may raise the Federal Emergency
Management Association (FEMA) 100 year flood plain and cause water
problems downstream?

2.  Do you feel that the community can replace the historic home, and if so how,
and do you believe that it should be allowed to be torn down as proposed by
Rodrock Development?

3.  There is a 404 permit that deals with the rebuilding of the largest pond.  Do
you think that this pond, and the undeveloped design, is safe?  Do you think that
it will be adequate to hold enough water to not allow run off?

4.  There is a 401 certification that deals with filling in two ponds; one is spring
fed and has been on the property long before Kenneth Smith golf course was
built.  Do you think that the road will allow enough of this fresh water to provide
the same benefit that it does now?

Explain to the Corp of Engineers what you want them to investigate, and why.  
You can also highlight other resources or alliances that increase the your point
of view.  You don't need to bring answers, just suggestions for investigation.

Because this is a joint notice, a copy should also go to the Kansas Department
of Health and Environment, Bureau of Water, Watershed Management Section.
